ELAP payment estimate & receivables

Each month's payment = eligible colonies × FSA value per colony × payment factor. 2026 rates (FSA Notice ELAP-27): $130 per colony (BEFORE the factor) and 15% normal mortality (statutory, One Big Beautiful Bill Act).
